Server Rules

Greetings

There seems to be some confusion over server rules, primarily regarding the English only rule.  Some of us seem to think, including myself, that there is no English only rule.  The Server Rules, found in the hyperlink source below, do not say anywhere English or any other language, only.

The reasoning for making a post here and now is because of two recent bans, that have been listed below.

So the question is, is there an English only rule?
